I have a question about Apress
Pro C# 2008 and the .NET 3.5 Platform, Fourth Edition by Andrew Troelsen, is this really the best book on C # in the market?

That depends on how much you already know and how you learn best. I might think it's the best book form my point of view, but you might read it and disagree.

Whilst Apress do very good booked, my preference would be for an O'Reilly book as a reference.

"best" is very subjective. you'd have to read all the books to know which is the best.
