it executes infinetly and not sure what it does in background. any ideas ?

I think SQL Server Profiler can help us to make sure what the stored procedure does, which captures data about each event. It allows us to see exactly what Transact-SQL statements or Multi-Dimensional Expressions are submitted to the server.

In the first procedure there is while loop "WHILE 1=1" is always true. Because of this it is going into infinite loop.
