You need to provide more information in order to get help. Show the code that breaks. Typically it is a rights issue, e.g. on folders or files.

The account that is used to run your web apps (the account registered under IIS) probably is not allowed to create an event source. Try writing to an existing Event Source, e.g. Application. Creating the event source only needs to be done once, so it seems
unwise to use the create statement always and increase the rights of your IIS account.

ok I found this scrypt
and I coded this in my web.config underneath the <system.web> tag so the system will allow me to write to the log and it has worked for other systems that we have here
but I have a problem still.
the system is telling me that my username and password is incorrect but I have double check and had the admin check the username and password and its correct. so if anyone has anything that could
help a ASP beginner I thank thee in advance

Make sure that you have disabled the anonymous access in IIS, else the IIS worker thread will be used, which has little rights on a machine.

IIS Manager, expand the local computer and then expand the Web Sites folder.
Do one of the following:
Expand the Web site that contains the application for which you want to configure URL authorization, right-click the application directory, and then click
Expand the Web site that contains the virtual directory for which you want to configure URL authorization, right-click the virtual directory, and then click
Right-click the Web site where you want to configure URL authorization, and then click
Click the Directory Security tab, and in the Authentication and access control section, click
Uncheck Enable anonymous access, ensure that Integrated Windows authentication is checked in the
Authenticated access section, and then click OK.
