What is the best Graph Tool for this problem?

    Hi All,

     I need to build an application that has graph capability. There are 2 graphs in common.

    1.'Scatter Plot' graphs

    2.'directional rose’ graphs

    http://www.homepage.montana.edu/~ueswl/topotechs/map_direction.htm

    Any suggestions of the way I can produce the graphs or any graph tool that I can use?

    so sad... it does not support those graphs that I need.
