Session.Abandon() can destroy all sessions and I don't want that, Is FormsAuthentication.SignOut() something that signout's MembershipProvider's signed in user?

Actually , Session.Abandon() is not required ,
FormsAuthentication.Signout() to destroy the FormsAuthentication cookie,

That's will not Logout the user , It just redirect to Login page .
And so you still need to Call Singout method
But yes it could be easy to use it instead of calling response.redirect ,

What if I want to logout a user as administrator. I have a page which is ristricted to role admin and it shows the list of online users in a listbox , I would like to make a bottun "logout" and when I select the username inside the listbox and click the
bottun, the use will be removed from the listbox and logout.
