We would like to use Microsoft Anti-Cross Site Scripting Library V1.5 in our product. It is hosted web application.

But file "Anti-Cross Site Scripting Library License Terms.rtf" consist this license terms:

    1. INSTALLATION AND USE RIGHTS.  You may install and use any number of copies of the software on your devices to design, develop and test your programs.
    2. SCOPE OF LICENSE. .... You may not: .... use the software for commercial software hosting services....

Is it mistake in license terms or intentional restriction?

That's an excellent point and one which I am also seeking an answer on.  Does anyone from Microsoft care to enlighten us?  Many thanks in advance.
