First, I understand the error, I just dont know how to fix it.
I have a page called tools.aspx and tools.aspx.vb which contains coding, which references a texbox on the tools.aspx, but I am getting the 'Textbox1 is not a memeber of _Default'
How do I solve this.

Did you put runat = server for the Textbox1? Which Visual Studio version you are using? If 2003, when you create Textbox1, you should see it in your vb page. If 2005, when you type Textbox1 in the vb page, you should see it on the small popup window.

check the class name of your codebehind matches the @page inherits value.

I agree with the others. And in addition, sometime, the TextBox will be a child control of another container. For example, when it's in a template of a FormView. So on the page, we cannot reference TextBox1 directly.
You can use container.FindControl("TextBox1") to get to the reference for the inside TextBox.
