I might post this in a wrong topic, but I really need help on this.
I have an application with same coding in two different server, one is the production server (live) and another one is a new built development server for my testing. The one in production is working fine with the login button, but the development application
having some problem with this button. When I click on the login button it does not have any response to it. I not sure whether is it related to the IIS setting or other possible things which lead to this problem. Both server are using window server 2003.
Can anyone give me some advice on this?

Are the browsers on the two servers the same? Some times the different browsers may cause the login button not work.

I think both are different, the one in development is 7 and the production might be 6.
But how can I solve this problem even the two of them is not the same?

I am not 100% sure about the problem may caused by IE7, but you can test it use the stupid way: unstall the IE7 and install the IE6 on the development server. That may cause a little trouble.
I found an article talking about trouble shooting with IE7 and there is an example which is similiar to yours.
Second example: I was working with Nick of
softeq.com to try and resolve a problem with his banking site... the login button wasn't working. It was an interesting problem. Running IE is no add-ons mode fixed the problem therefore that tells me, right there, that IE itself is not the root cause of
the site's failure. If we disabled a TrendMicro add-in (for a Trend product that has been uninstalled) then the log-in button worked (the add-in was WinNTCheck.dll and is related to the Trend Micro Client/Server Agent for SMB). But, the "fix" was not dependable.
IE would suddenly fail again.
