I don't see any issues with using Virtualization to do this. Especially when all you have is four servers to be used for the environment. So if you're looking to provide a Hosted Exchange deployment for this customer, is it a "Shared" platform. Thus, are you hosting and your hosting those services for your customer? Check the IIS settings for the website. Ensure that Anonymous user account is using the IMPS_ user account. Then you need to ensure that this account is a member of the local IIS_WPG and Domain\MPFClientAccts group. Re: Mailbox Plan Dissemination Time
Sounds like you might have some AD replication delays. Do you have multiple DC's? If so, next time you see this issue check both domain controllers (you can right-click on the top node in ADUC and pick the DC you want to manage) to see if the change is made.

I think in general you approach "sounds" reasonable, but they types of deployment hardly ever go as planned. Without getting more details, here is my initial thoughts on how to migrate: Deploy your own envirionment based on the HMC documentation. Your deployment should fit the size (mailbox space) and redundancy to fit your SLA with the customer (Exchange Clusters, Load Balancing, etc.) Recreate the entire customer structure (OU, SMTP Domains, Plans) and user accounts (including additional

Re: Moving a mailbox from one mailstore to another
There isn't a procedure to do the entire process for you. Instead, you must move the mailbox using regular Exchange Tools and then Update the Hosted Exchange Resource Manager. There was a post on the forums on my site about this not too long ago. Moving mailboxes between mailstores and HMC
