  I have the same issue. I broke this myself however by removing he themes.inf file from the _themes directory while others were using the site. This appeas to have broken the system of applying themes completely. So what I did was this. I connected to the site with SharPoint Desinger (SPD) 2007 and removed all contents of the _themes directory. Then I made an empty themes.inf file and uploaded it to the _themes directory of my site using the file import menu command in SPD 2007. Went back to the site
