Most of the solutions are fairly highly architected, which means a fair amount of time learning how systems interoperate before you can even add functionality. If I were in your shoes, I'd look at either Rainbow or DotNetNuke. They may have more functions than you need, but it's much easier to scale it down to what you need and ignore the rest than it is to start with something that doesn't have what you need and try to add on to it. Trust me on that one. :)

There is a competing product called DotNetNuke that's vb.net. It's very much like Rainbow, although it's a little prettier and nicer in most areas, although when it crashes or dies, it typically does it much harder and is more difficult to repair.
