  Cloud hosting is superior than VPS hosting as it ensures 100% uptime guarantee. I'm not sure about the cloud hosting prices but as many servers and complex load balancing solution is used for cloud hosting so I think it would be costly than the VPS hosting.

  You might get a free linux hosting package but not windows hosting because its not available for free like Linux, Windows is a licensed application and also the SQL editions requires a license copy. Even if you get any free hosting provider then don't expect good uptime and support from them. If you are looking for good uptime and support service then make sure you opt for paid service.
