  When two or more parts have the same title (which is " " in your situation), asp.net will automatically add numbers ([1], [2], [3], ...) to identity each one, so you have to give each particular part a special title to get rid of those numbers. Remember, you can hide the title by setting ChromeType property. Hope this helps.

  So you have the framework necessary for ASP.NET 2.0 and you just need the tool for developing ASP.NET applications, it's Visual Web Developer and it's available for free at the downloads section :)
