    XP Pro has IIS6 built-in. While it's really not geared toward hosting publically, it can do ok for a small traffic site, but you'll most likely spend more money on electricity for the computer than you will for a cheap hosting plan (which will run you under $8/mo).

Have your host enable wildcard extensions on your web site if you're using Windows Server 2003 / IIS6 and it'll support both MVC and rewriting with the .net module.     Exactly, you need to add the binding so it responds on all IP addresses instead of just localhost. Also remember that MOST isps don't allow anyone to access port 80, so that may be another reason why it's blocked. Try switching it to port 8080 or 8000 instead.

    You shouldn't be using a client OS to be hosting anything. Install either Windows Server 2008 web edition or Windows Server 2003 Web. IIS7 on Vista has restrictions on max connections and such, it's more for development than actual production.
