    If you are starting a .NET ASMX Web Service, I wrote a step by step example to develop and consume a Web Service in .NET through various different way. This example also covers the SOAP transaction, however your requirement is slightly different, this is probably will falling under authentiction and security of web services, you may check WSE implementation in Web Services.
