  is there anything strange in your dnn log? or anything strange in your smtp logs? are you sure your smtp server allows sending mails outside of your own domain? lots of things to look at! let us know!

  sendnotification has been removed from the core. not sure why, but it has. use dotnetnuke.services.mail.mail.sendmail instead

  you'll have to specify an empty string "" in order to use the default settings for the smtp part. same goes for bcc and attachment, if you're not needing them. dotnetnuke will fill in the gaps...

  You need to set your smtp settings under the host settings of your dnn install. If that works for mails like registrations and password reminders you can mail from within any module you want: dotnetnuke.services.mail.mail.sendmail ( ...) (or something similar)
