Re: VS 6.0 VS 2003 and VS 2008
You would be a lot better off building up a couple of different images and using Virtual PC for your dev environments. Trying to figure out whats going wrong here will be difficult.

Re: software to use.
You can get all the Visual Studio Express tools for free from the MS Downloads site. There is a cool graphics program called Paint.Net that is free, that should be enough to get you started. Also check out the starter kits on this site for open source solutions that will treach you ho to do stuff, and make sure you join the communities around those products, its the best way to learn.

Re: Datareader..I need help urgently....
Please dont use inline SQL as you are oipen to very easy sql injection attacks and your site will be compromised. Also do not store your passwords as clear text, you should use a hash and check that the hash is correct. Also you should put checks in to only allow a certain number of login attempts vefore locking the account etc etc etc. Hence my suggestion to use the built in ASP.Net features to do all this for you.

Re: Looking for how to go about this
The easiest thing to do is get some hosting from someone who hosts DotnetNuke and use the built in survey module. Check out www.yourportals.com or any other DNN hoster, then you dont need to do anything except put your questions in.

For doing membership authorisation you should really be using the built in ASP.net features. Check out this article for how to get started. http://msdn2.microsoft.com/en-us/library/yh26yfzy.aspx
