&lt;p&gt;I haven&amp;#39;t tried out those steps, but i think these steps are to be followed everytime you create a new project in VS2003. Isn&amp;#39;t there a solution where we don&amp;#39;t have to repeat these steps in every new website? If someone finds it out please tell.&lt;/p&gt;

Install "Remote Task Manager" program and it will tell you what program is blocking the 80 port. IM my case was skype.&lt;/p&gt;

&lt;li&gt;On-topic:&lt;br /&gt;Servers like IIS, Apache, WebSphere, PWS, and, all other big guys may take port 80. Check if any of those are installed.&lt;br /&gt;&lt;br /&gt;&lt;/li&gt;
&lt;li&gt;If you make a redistributable ASP.NET application, it's not a good idea to assume that target system will have port 80 free. You will need either to find a free port, or use some&amp;nbsp;specific port other than 80 that is unlikely to be taken already. Version of &lt;a href="http://www.ultidev.com/Products/Cassini/"&gt;Cassini web server from UltiDev&lt;/a&gt; finds and &lt;a href="http://www.ultidev.com/Products/Cassini/CassiniDevGuide.htm#ExplorerWebService"&gt;assigns free&amp;nbsp;port&lt;/a&gt; to your&amp;nbsp;application during installation on target system. &lt;p&gt;I found that with trial and error because my VB code wouldn't work without the Inherit="" command in the aspx file,&amp;nbsp;but with the command I constantly got an annoying message in the IE that my inherit command had errors. Now everything works OK.&lt;/p&gt;

Download and install the .NET Framework SDK (installs GACUTIL.EXE)&lt;BR&gt;2. From the start menu select 'Start/Control Panel/System/Advanced/Environment Variables', and add a new User Variable called 'PATH' with a value of 'C:\WINDOWS\Microsoft.NET\Framework\v1.1.4322' (or wherever you've installed the .NET Framework to)&lt;BR&gt;3. Download Cassini Sample Web Server (http://asp.net/Projects/Cassini/Download/download.aspx)&lt;BR&gt;4. Install Cassini, open a command window and navigate to the installation directory (e.g. C:\Cassini)&lt;BR&gt;5. Type 'build.bat'&lt;BR&gt;6. Create directory 'C:\inetpub\wwwroot', share as 'wwwroot$' with permission for network users to change files.&lt;BR&gt;&lt;BR&gt;&lt;BR&gt;RUNNING CASSINI&lt;BR&gt;1. No errors should be shown, but nor is the default webform because it's no longer the startup object, Cassini is. How do I make the form visible when running in Debug mode?!&lt;BR&gt;&lt;BR&gt;The project can be started without debugging, but it doesn't appear to do anything? Right-clicking on the WebForm1.aspx and selecting 'view in browser' gives an authentication error, easily fixed by commenting out the authentication line in the Web.config file. Similarly, the whole of the sessionState block needs to be commented out.&lt;BR&gt;&lt;BR&gt;The 'inherits' tag in Line1 of the Webform1.aspx code may also need to be removed.
