As I was getting it prepared for deployment, I realized I needed to update the title and description. I made the update in the .webpart file and redeployed the web part. When I looked in the Web Part Gallery and Add A Web Part, it still had the old title/description. So after messing around for an hour or so and doing lots of trial and error, I realized there are a certain couple of things that must be done in a specific order to get this to work. This is a good example of SharePoint acting funny, and I don't mean funny ha-ha. Its one of those things thats easy once you know what you have to do, but until you figure it out, it leaves you scratching your head. I posted an article on how to do this at http://simplesharepointsolutions.blogspot.com/2009/07/getting-web-parts-title-and-description.html.
