&lt;p&gt;If we disable Add-ins (“Tools” | “Add-in Manager”) and run “devenv.exe /safemode” loading only the default environment and services, do we still have the problem? This can eliminate the possibility that third party Add-ins are causing problems.&lt;/p&gt;
&lt;p&gt;The templates file exists in following locations by default. You can check whether Windows Service exists. If it doesn&amp;#39;t exist, you can try to copy it from another machine or repair your Visual Studio.&lt;/p&gt;
