&lt;p&gt;first use vlc player into you webform as video/audio control and for this control there are various method and properties which can stop/play/pause/ play a video/audio file for particular time.&lt;/p&gt;
&lt;p&gt;Or same control you can use with timer control.&lt;/p&gt;

You can try using fruity loop studio. Or maybe Adobe Premiere Pro.
