You can add a user via the Register.aspx page of the Photo site. Afterwards, you can go into the ASP.NET Configuration page and "activate" the member as well as making them a "Administrator" or a "Friend" or both.
Alternatively, you can create a user directly through the ASP.NET Configuration page under "Security, Manage Users".
Please note that there's no user called "guest" created by default. We use the phase "the guest" to refer to whichever account you are trying to edit.
