If i understand what you are trying to do, your phone would have to have some kind of software to mirror the screen.  Are you trying to do something on your phone, but display it on your monitor?  And then trying to control what you phone is doing via computer keyboard and mouse?

Are you asking how to do program an app to do this or are you just trying to find an app that can do this?

Please be more specific.
