I have just installed the Small Business Starter Kit and it seems that in this case, unfortunatley, it is mainly showcasing the fact that you can write your own provider model classes to plug in different data sources, such as XML or SQL.
If you look in the file welcome.html you will see the instructions for making changes to the data driven sections of the site. There is no admin panel, only instructions on how to edit the XML file and sample SQL commands to use if you switch to the SQL
provider (its XML out of the box).
