No. WebMatrix is in Beta 1 at the moment, and the only documentation that has been produced so far is relatively thin, and concentrates on using the IDE with Razor syntax for .cshtml files. If you want to do PHP development with WebMatrix, you should look
at any PHP tutorial you can find (there are millions) and consider WebMatrix to be not much more than a text editor.
