The way HMC is written it's way easier just to create your own org at the reseller level. You can get around this, but that means breaking a lot of the stuff that goes into HMC, and it would probably cost you more than you gain. And, by creating the reseller
level it gives you flexibility later on, if for instance your company decides to offer reseller/partner type services later on. I would just do it the "HMC Way".
However, all the funcionality for not using one is built into the MPS solution with the provided namespaces, so if you really want to you could get around this. But it would require a very in-depth knowledge of the HMC solution, and I'm not too sure how
much you'd gain from it. Better to spend you developer hours by improving the control panel web pages or something.
