You have to do following step
after copying the application to other machine, Lets you had copied it to Inetpub\wwwroot folder the name of application is abc and then go to IIS select the folder abc if your web.config file is just under this abc or go to its subfolder in which your web.config exist go to its properties by right click and  click on create button

Now run your application hopefully it will run
