Is it possible that when you first load the page the Web Dev Server does not receive a compiled version of the Style code or maybe it isn't being compiled just in time?

 I have the cache problem with the browser all the time but have never seen this.  Since you are adding styles in through code and the deployed solution works I have to wonder about the Web Development server.
