I created a new html based skin which looks great in IE and Firefox.  I upload it to the portal without any errors but when I set the portal to use the skin

This is what I get in the address bar

I have copied anothe index.ascx in this portal and it works just without all the formating since i didnt copie the skin.css

I figured out what it was.  This was my first attempt at an HTML skin to be parsed into an ASCX file and I had forgotten to include 

 runat='server'

in the various panes for the skin.

Did you copy - eg - rename and modify - or did you copy elements of it.

Check your code as a content pane in it. At the very least you require a content pane in the skin for modules to appear in.
