Currently format is

http://www.dotnetnuke.com/About/NewsRoom/tabid/703/Default.aspx

Has anyone implemented a module whereby we can get this
format?

This is already available in the core and you can read about it in the Friendly URLs document. Basically it consists of editing the SiteUrls.config to match your URL above.
