    Is this a bug or a "feature" in 3.0.12: I have created Text/HTML modules where I want certain roles of users to be able to edit without giving them edit rights to the entire page.  Yet, they only get Help and Online Help in their module menu, not Edit Text.  I need this capability.  Is this intentional or is it a bug?
