It seems that DragPanel is not working on IE10 (windows 8 x64).
For exemple the official sample (just try it yourself : http://www.asp.net/ajaxLibrary/AjaxControlToolkitSampleSite/DragPanel/DragPanel.aspx) is working well
in Chrome and Firefox, but not in IE10 on Windows 8 (the panel just stay in place, and the cursor shows like moving a website image).
Is there a way to make it work without additionnal library ?

I just confirmed this also doesn't work on IE10 Win8 x32. I have a drag panel on my website
www.gosylvester.com it doesn't work in IE10. I tried the compatibilty mode switch and that didn't fix it.

Have you tried to use Compatibility View Settings to Display intranet sites in compatibility view? If so, you could pressALT to show the menu bar and then tools>Compatibility View Settings. It will help you.
