I posted this on MSDN and they wanted me to post here.
I have VS 2010 SP 1 loaded in an XP VM. When I start VS to debug a NEW ASP.Net 4.0 C# MasterPage app, I get the following message 3-4 times before I can actually debug my app:
Unable to start program 'http://localhost:3138/Default.aspx
It leaves an IE window open and white which I have to go into task manager and kill.
I am not the only one getting this.
Since there is no detailed information about your problem. Based on http://localhost/default.aspx, seem you host your web application on the IIS, but can't browser it. I suggest you to check this toturial about hosting application on IIS:
It seems to happen only when I am debugging but doesnt when I do a ctrl-f5.
If it doesn’t have the same issue when you run your application with ‘ctrl+F5’, I think it is not the problem of Visual Studio 2010. Perhaps there is something wrong with your VM, you should check the settings in your VM.

Because it is related to VM, I think you should check the firewall, anti-virus software and third party tools, or you could have a try reinstall the VM. I hardly guess more about your VM issue, I'm sorry for that.

Right now I am running it locally on a VM. It seems to happen only when I am debugging but doesnt when I do a ctrl-f5.
I also gave all the information I have. It's a very vague error and it happens a lot.

Have you checked the system event log for further errors?
