Can any one have any idea on listing banks in all country with out storing it in db?. Actually i am looking for a solution like wcf or something which is already available.
Following two web sites have lists of bank names, all over the world, you can contact the website
owners to ask for any web service for this, or you can do it the hard day i.e. parse HTML of these
links to load the list of banks.

I dont know if there exists a free web service using which we can list the banks of the world or specific country
