The website is English & Traditional Chinese version; everything works fine on other machines.
The problem is as follows:
My operating system: Windows Server 2008 R2 (Traditional Chinese).
The website can operate normally,
but when a exception occurs, or 404 not found happens, it does not display the yellow error page as usual, but some gibberish (in chrome browser), in IE browser display a file download.

Please check for CustomErrors node in web.config file.
may be it is customized for web errors.
IIS 7 \ 7.5 does't shows error on client's machine.
if application is deployed on server, please verify test cases on server.

set custom error mode to off in web.config,

You could also take this method to deal with this situation about Error Handling in ASP.NET.
