First thing you need to do is to understand Payroll managment and HR management. They are both extensive topics which are subject to a lot of local/national laws. An international programming forum is not the best place to learn about them, or to expect
domain experts to visit.
If you need to develop them quick time, you have two options:
Use search engines to see if there are any open source HR or payroll starter kits (a very, very long shot - I know how much people charge for commercial versions)
Hire someone who knows all bout these types of applications.
