Since Razor/Web Pages are just text files you can use any program. If you want syntax highlighting and code completion I can't really help there, but I like Sublime text.
In order to compile and run them you'll need a Windows machine or server you can develop against.
You can use the tried and true method of installing Windows in a virtual on your Mac. Then you can use WebMatrix or VWD Express.

Maybe the best solution is to instal a vitualizer (VirtualBox is a good open source application) and to run WebMatrix in it.
