Azure has a publicly accessible service dashboard http://www.windowsazure.com/en-us/support/service-dashboard/ where you can see the detail of any outages. If you are experiencing issues that aren't reflected in that dashboard, you may want to try a support option: http://www.windowsazure.com/en-us/support/contact/. In particular the SQL Azure forum on MSDN may be helpful (http://social.msdn.microsoft.com/Forums/en-US/ssdsgetstarted/threads).
