This has been a problem for a while now, and is logged as "Editor leaves the insertion point in the PRE code block after inserting code".
Until a fix is put into place, the recommended workaround is to hit enter a time or 2, then arrow back up and insert the code block. That way, after the code block is inserted, there is a set or 2 of empty P tags after the code block to continue typing
into.
i'm surprised i just ran into this issue now ... it's likely that i normally kludge as you suggest by habit ... probably this time, i did not because i was trying to reproduce the other issue about the extra line above.
FWIW, the extra line above issue is definitely new ...
basically, imho, since one intuitively would press ENTER and then click the "Insert Code" button, the "Insert Code" task should swallow the extra paragraph ... one should not have to behave counter-intuitively when inserting code.
"Insert Code" experiment ... will i get an extra line?

my preview of the above does not show the extra line .... it is possible that you've fixed ii by accident because i can not reproduce now.
