Silverlight is a component that is installed on the client and that you can code against where-as visual studio is a development tool. So they are quite different from each other.

Sorry for such an amature question.
Is Silverlight something that enhances Visual Studio or replaces it?
If it enhances VS, then can I use Silverlight with VS2008?
I have looked at the information and don't quite understand the difference.
