In an attempt to fix the "Windows Update keeps reporting that Microsoft .NET Framework 2.0 Service Pack 2 Update is not installed" issue on my machine, I uninstalled all versions and SPs of the all Frameworks.
Note that I had installed everything EXCEPT Framework 4, because I cannot install it yet (for complicated reasons).
Then I reinstalled them all, in order, rebooting after each, up to but NOT including Framework 4.
Now the "Windows Update keeps reporting that Microsoft .NET Framework 2.0 Service Pack 2 Update is not installed" issue is gone.
Unfortunately, I now have a new issue...
"Windows Update keeps reporting that Microsoft .NET Framework 3.0 Service Pack 2 Update is not installed"
...and so the saga continues.
If you have any advice, then please let me know.
(I am leaving this thread as "Not Resolved" for now.)
Try doing one thing if you have installed any update
Go to 'folder options' in CP, in View tab check 'Show hidden files' & uncheck 'hide protected OS files...' now go to 'C' drive--> in your 'Windows' folder you'll find 'Software Distribution' folder just delete all contents from that(send then to recycle
bin means do not delete them permanently now) now check for updates again
missed one thing just go to Services in CP & stop Windows Updates otherwise it won't let you delete contents of 'Software Distribution'
If any more issue mention here I'll get back soon :)
(I'm telling these options from Vista these are there in XP but you may have to look here ther for these option means they may be at diff option in Xp if any issue just tell me)

I tried your advice but it did not help.

Now what you should do is download this tool .NET VERSION DETECTOR and check for your .net framework installed this too will tell which framework is installed if your required framework is
already installed & even then Windows keep telling about that updated then look for option to hide that update(this feature is there in Vista & 7 but I'm not sure about Xp as I've never used in that & I can't even check it now this must be there look around
here there) if it is there then Windows will no more show only about that update.
And if you're having problem in installing updates then do one this check for Updates in your Windows & look for their name & check for KBxxxxx something and then go to http://catalog.update.microsoft.com/ & there install the activeX & search for that KBxxxxx
update there, from there you can download that Update manually & install it on your system....

What do you mean by this are you able to install other Updates or are you getting errors for .net frameworks only BTW which SP are you using in your Xp check your Xp SP end of life from
here may be because of this you are not able to install Updates(just guess)

...well, that is a tricky question and really the crux of the matter, right?
As noted above, it seems that the tool (Microsoft Update) that is used to check for "health" may, in fact, itself be "sick".
That is precisely why this is such a serious matter.
As a result the "reports" from the tool may not be trustworthy.
That said, it APPEARS that the trouble is with (KB982524) and (KB982168) and (KB976570) only, and other things are getting update propely, but I can only guess at this point, which is not ideal.
If you have any more suggestions, then please send them along.
Have you tried downloading each of these and installing them one at a time, with a reboot in between?
Try this order: KB976570, KB982168, KB982524. If KB982168 doesn't work by itself, then do KB982524 before KB982168.

As of 09:51 AM 08/04/2010, I rebooted.
As of 10:01 AM 08/04/2010, I launched KB976570, it ran, and it reported "None of the products that are addressed by this software update are installed on this computer. Click Cancel to exit setup".
As of 10:02 AM 08/04/2010, I launched KB982168, it ran, and it reported "The software update has been installed successfully".
As of 10:11 AM 08/04/2010, I rebooted.
As of 10:23 AM 08/04/2010, I launched KB982524, "The software update has been installed successfully".
As of 10:41 AM 08/04/2010, I rebooted.
As of 10:47 AM 08/04/2010, I ran Microsoft Update and it reported the following...
Microsoft .NET Framework 3.5 SP1 and .NET Framework 2.0 SP2 Update for Windows Server 2003 and Windows XP x86 (KB982524)
Microsoft .NET Framework 3.5 SP1 Update for Windows Server 2003 and Windows XP x86 (KB982168)

...so, it appears to me, that as of 10:54 AM 08/04/2010 the "issue" still persists on my machine.

Have you tried downloading each of these and installing them one at a time, with a reboot in between?
Try this order: KB976570, KB982168, KB982524. If KB982168 doesn't work by itself, then do KB982524 before KB982168.
