You should probably pick one that is in the same country / timezone as you as this will mean the payment currency is the same and you will be working with people that are more likely to be awake when you are which makes communication a lot easier!
There are also freelancers out there which can complete your work for a competitive price:

That is what I found from searching terms like "asp.net classified auto" "asp.net classified cars" "asp.net automobiles classified".
It doesn't look like there is a direct script for selling automobiles but you might have some look just looking for something that supports general classified ads which might fit your needs?
