I have just installed Silverlight here: http://silverlight.net/GetStarted/
I have created a new silverlight website and now have 2 views (XAML and Preview). It seems like this is kind of equvivalent to (Source and Design)

When I now are in the Preview, I get a little confused. I have the toolbox with the "Silverlight XAML controls" and now try to "drag and drop" a buttoncontrol to the Preview but this is not possible.

Is it possible to drag and drop controls from the toolbox in silverlight to the Form ?

I think I understand then, so "Drag and drop" is only possible i XAML view and not designview.

A late response.. but it is possible to drag and drop items from the toolbar onto the preview pane.

If you are still having trouble doing so, check if there is a yellow bar at the top of the preview pane. Sometimes (when the code has changed) the preview needs to be refreshed first. Click on the yellow bar to refresh.
