I am implementing a site for teaching stuff and I want it to have features where the student can keep track of his/her progress and take tests/quizes and things like that.
I am using Visual Web Developer, and my language of choice is VB.
This will give you a good introduction to ASP.NET in VB.NET
Regrettably I am not aware of any starter kit that you could start with.

What book or on line tutorial would you recommend me?

For a book, I suggest Murach's ASP.NET 3.5 Web Programming with VB 2008 at http://www.murach.com/books/avb8/index.htm
