In the sample portal for MPS, when I am provisioning a new user there is a drop down list of plans for Exchange. How do I modify that list?

Use provtest to create new user plans and add them to organizations.
Assume you use HMC4.0
Edit
<installdir>:\Program Files\ Microsoft Hosting\Provisioning\Samples\Hosted Email 2007\CreateUserPlan.xml
<installdir>:\Program Files\ Microsoft Hosting\Provisioning\Samples\Hosted Email 2007\AddAvailablePlans.xml
then run provtest xmlfile .xml /x2
