    Does anyone know why Microsoft basically took away the mobile web design capability in VS2008 via design mode?

    It was not taken away intentionally. Designer was completely replaced in VS 2008 by one which is also used also in Expression Web. It has no common code with one used in VS 2005. Unfortunately, it never supported mobile controls and hence functionality was lost. Reimplementing in in the new designer simply didn't fit into VS 2008 schedule.
