I want to connect visual web developer to source control provided by team foundations system and I am not sure if this is possible.... would i have to download the team explorer?

I'd like to do the same thing (integrate TFS with Visual Web Developer Express), but source control is not a factor for my team. Specifically, I'm interested in TFS for IDE-integrated work item management, project tracking, and reporting (particularly Scrum burndown charts). Can TFS integrate with VWD Express for these purposes?

Furthermore, any thoughts on this idea? Is it horrible overkill to buy an entire TFS license just for integrated work item tracking? Are there alternatives?

No, TFS functionality will not appeer in VWD Express IDE. Integration of TFS in IDE only supported in Visual Studio. You do can use use separate IDE called Team Foundation Client.
