VB (VB.Net) and C# is programming lanugages that you can use to build .Net application, such as ASP.Net Web Forms etc. ASP.Net is the "tool/framework" to build web applications, where yu use VB.Net, C# or other languages to build the application..

A good place to learn ASP.Net is the following site: http://www.asp.net/learn/default.aspx?tabid=63

Also, i would suggest you this link:
    http://www.sitepoint.com/forums/showthread.php?threadid=451474  (dotnet resources)

it's really a cool one, containing almost resources of EVERY kind. As to the book, i suggest " C# unlased" and "essential asp.net" as they are the place where i start my .net from.

    Hope my suggestion helps. thanks

You might want to have a look at the following book for getting started with ASP.NET as well. It received a pretty good rating on Amazon.com

    ASP.NET 2.0 Unleashed (Hardcover) - http://www.amazon.com/gp/product/customer-reviews/0672328232/sr=8-1/qid=1175262142/ref=cm_cr_dp_pt/103-8548979-6113462?ie=UTF8&n=283155&s=books&qid=1175262142&sr=8-1
