When I create a ajax control website my web.config points to the pre-rtm assemblies, such as microsoft.web.design (not sure of the exact name, it was microsoft.web.something).  I dont have this problem when I create a ajax web site - its like the toolkit's templates havent updated (even though I have the most recent release of the toolkit).  I used the nosource zip.
