Hi according to here:

At least that is my understanding of it.

Although, here is an interesting blog post where someone makes a distinction between globalization and internationalization
Its basically saying that internationalization is what we do in code to adapt to cultures while globalization is making sure our presentation is not offensive or counter to the policies of a particular culture/country which goes beyond the mechanics of coding.
